Between Ijtihad and dogmatic

Already we understand, in religion, we must follow what Allah has revealed to His Messenger. All of which, has been completely delivered and explained to our Prophet.
There is very little left. So it mandatory for us to obey Allah and His Messenger, and return something to the two disputed.
And we must turn away from what menyelisihi Book of Allah and the Sunnah of His Messenger, even though it came from a mujtahid imam. In the case of religion, there is the issue of religious problems with the law specified that qath'i nash, both tsubut and dalalahnya, there is established by ijma 'ulama, and there are texts that are not defined in tsubut or dalalahnya qath'i, or no texts in the matter, as well as scholars of different opinion.

 
In the first problem and the second problem, the problem is easy.Everyone must accept and follow, and should not be menyelisihinya, whether he is a cleric or a layman.

 
What if there are no texts in a problem and the scholars disagree? What should a person do? Does he have diligence to determine the legal issue, or ijtihad bertaklid to others? To understand this issue, we adopted the following explanation of ijtihad and taqlid,

Perhaps there is a quibble, not every Muslim has the same obligation to convey the truth to each other?

 
This statement is not wrong. However, let every Muslim must also understand the capabilities and position themselves. Whether as scholars, rulers, Qadi, prosecutors science or as a layman (ordinary people)?
Therefore, each has a duty, obligation and authority are different.And every charitable deed must be based on the evidence. So how does one have to take the proof? Especially for a layman; bertaklid or based on science 'limited' who knew?
